i have enemy, , generating high info out on website (downloading 1 file(500kb) lot of times(many thousands)). know ip. cant block him, becouse utilize azure website. able block ip, need transfer azure website => cloud service , enable ip security. know it. enemy has dynamic ip, can start attack when sleep, i'll lose money, becouse cant block manually, when sleep.

question: how can block ip, generates more 100mb/hr info out? automatically! can utilize azure website or azure cloud service. azure tool ?

i haven't tried this, here iis extension can automatically block ips based on number requests on time. block many requests little file. http://www.iis.net/downloads/microsoft/dynamic-ip-restrictions

with extension installers or else needs proper 'installation' via msi , registry keys, access programme files, etc., you'll need create startup task azure project config run installer.
