html - fixed header will not scroll horizontally with body -

i wondering if knew how prepare this. have made fixed header , content box scroll if scroll horizontally header remain in middle of browser , content scroll around makes pretty dumb. want both vertical , horizontal scrolling too.

does know how prepare pure css html?? =x
